Partnering to achieve
and food and nutrition security
Cooperation between Tajikistan and FAO has been ongoing since the country joined the Organization in 1995. FAO assistance was initially provided in the form of short-term emergency interventions in response to a locust outbreak and also to help the transition to stability after a period of civil war. More recently, cooperation has focused on rehabilitation and development interventions to build a sustainable agriculture sector and food and nutrition security.
The heart of FAO's efforts is to achieve the food security for all, in particular, to make sure that people have regular access to enough high-quality food to lead active, healthy lives.
FAO main three goals are: 1) the eradication of hunger, food insecurity and malnutrition; 2) the elimination of poverty and the driving forward of economic and social progress for all; and, 3) the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations.
In order to provide the most effective support to Member States, the FAO has five identified Strategic Objectives. The Strategic Objectives are the main areas to which the Organization concentrates its efforts at with a view to its strategy and to address global challenges.

FAO started its activities in Tajikistan with the emergency related projects.
Currently, the Organization is implementing the projects within the Country Programming Framework for Tajikistan for the period from 2016 to 2017, and which are based on three priorities:
The projects have a direct impact on the on-going agrarian reform program and are aimed at improving the quality of governance and creating an enabling environment for food security and nutrition through capacity development of the ministries, departments and other interested parties as the main tools to achieve the goal. At the same time, FAO works in strengthening the policy and operational framework for the sustainable management of natural resources and increase resilience to climate change, including combating land degradation. FAO is also working closely the Development Partners for sustainable crop and livestock production.
Current projects implemented by FAO Representation in Tajikistan:
► Improving access of small-scale farmers to high quality seed in Tajikistan, which consists of three components is aimed at production of seeds of wheat, growing high-yield crops and marketing of products.
► Support to promote and implement integrated pest management (IPM) strategies for priority arable crops and fruits in Tajikistan, including test and adapt IPM on demonstration sites, develop IPM curricula for the most important fruit and arable crops and organize training sessions for advisers and farmers. Decision-makers at policy level will further benefit from the results of these field trials to improve the government’s national strategy on IPM.
► Development of the forestry strategy is aimed at the sustainable development of forestry, considering the balance between environmental, economic and social functions of forests.
► Support to dairy industry development and marketing in Tajikistan isfocusedat identifying the needs of the dairy sector and solutions for sustainable production and improve the competitiveness of milk and dairy products produced locally.
► Strengthening Institutions and Capacity of the Ministry of Agriculture and State Veterinary Inspection Service for Policy Formulation project financed by EU is assisting the Government in restarting the Agrarian Reform Programme 2012-2020 by addressing restructuring and capacity development in the Ministry of Agriculture and the State Veterinary Inspection Service. The project’s restructuring and capacity development assistance will cement Ministry of Agriculture linkages to other ministries, to national goals for reducing poverty, for diversification in agriculture, for women and children’s welfare, and for improving Food Security and Nutrition.
► Project on improvement of locust management, funded by Government of Japan is being implemented to improve locust management capacities in Tajikistan as well as in two neighboring countries, Afghanistan and Kyrgyzstan. In addition to building national capacities, the project has been designed to strengthen regional cooperation. Experts from the covered countries will get benefits on regular exchange of information and will be involved in joint activities including cross-border and joint surveys. In overall, the project will contribute to food security and livelihood of rural populations in Central Asia by preventing and limiting the threats posed by locusts and damage to crops and rangelands.
► Service-Oriented Management on Irrigation project is focusing on enhance the capacity of Agency on Land Reclamation and Irrigation under the Government of Tajikistan and other relevant stakeholders for the adoption and promotion of a service-oriented management approach that provides flexible, reliable and equitable water deliveries to farmers and other users, for a market-oriented agricultural sector.
► Cross-border Cooperation for Sustainable Peace and Development is increasing cooperation and trust between communities in Tajik-Kyrgyz cross-border area towards mitigating immediate risks of renewed cross-border violence. It plans to achieve this aim by working on the following four areas: (a) improve linkages and cooperation between security providers, local authorities and communities to reduce violent incidents; (b) assist communities in restoring cross-border linkages and cooperation by jointly addressing interdependent needs/ challenges associated with social infrastructure and natural resources; (c) work with at-risk youth to increase their level of inter-ethnic tolerance and decrease the likelihood of their engagement in violence; (d) support active women participation in the identification and implementation of cross-border initiatives.
The cooperation covers a wide range of initiatives, including at regional level and involves a more intensive exchange of information and close cooperation between countries in the following areas:
We will continue to provide institutional support and capacity building, and carry out programming exercises with Government Agencies (Ministry of Agriculture, Ministry of the Energy and Water Resources, Ministry of Economic Development and Trade, Ministry of Labor, Migration and Employment, State Committee for Land Management and Geodesy, Environmental Protection Committee, Agency on Hydrometeorology (Hydromet) of the Republic of Tajikistan, State Veterinary Inspection Service, Agency for Land Reclamation and Irrigation under Government of the RT, Tajik Agrarian University, Statistical Agency under the President of Tajikistan and Agency on Forestry). Some examples were technical support to the Agrarian Reform process, elaboration and endorsement of the Food Security Strategy and Program, development of a National Forestry Program and Development of the FAO Country Programming Framework 2016-2017 with key Government Agencies for future allocation of project funding by FAO and donor community.
Roadmap for the development of cooperation between FAO and Tajikistan, which is based on the national interests of the Government of Tajikistan, will continue to evolve in the following priority areas: food security, food safety, agriculture, rural development, including the exchange of expertise. The technical assistance will be provided in plant protection, crop and livestock production, land management, environmental protection , forestry and fisheries. A new step in strengthening close partnerships launched of new large regional and national projects, aimed at improving the food security, nutrition, adaptation for climate change and promoting agrarian reform.
